NIGERIA’S AVIATION-SECURITY STANDARD BY ICAO’S ESTIMATION IS EXCELLENT

Nigeria’s aviation-security performance by the estimation of the United Nations, UN, through its agency, International Civil Aviation Organization, ICAO, has since been adjudged as excellent.
According to the result of the subsisting security audit by ICAO, Nigeria earned a princely grade of 96.4 per cent and this glowing performance provoked the issuance of ICAO Council President Award Certificate for its performance.
Capt Musa Shuaibu Nuhu, Director General, Nigerian Civil Aviation Authority, NCAA, made these disclosures to set records straight against the discordant tunes seemingly gaining traction as the much-touted ICAO’S audit draws nearer.
The NCAA helmsman explained that the team of auditors expected from ICAO are to conduct “assessment on the effective implementation of the critical elements (CEs) of the safety oversight system and conduct a systematic and objective review of a State’s safety oversight system to verify the status of its compliance with the provisions of ICAO Convention”, Nuhu volunteered.
He said the forthcoming inspectors from ICAO will conduct “Universal Safety Oversight Audit Program (USOAP) and Continuous Monitoring Approach (CMA)” and not security or facilitation audit as agog in the rumour mill.
Capt Musa Nuhu emphasized that “the ICAO audit slated for the first quarter of 2022 is not same as Annexes 9 and 17 of the international body. ICAO Annex 9 is on facilitation, while Annex 17 contains Standards and Recommended Practices (SARPs) concerned with the security of international air transport and is amended regularly to address the evolving threat”.
He further clarified that “Security Audit is different from safety audit. What we are doing now is quite different from security audit and it’s not related to facilitation. I understand facilitation is good for passengers, but, it has nothing to do with the current audit”
Nuhu however acknowledged there are some gaps already noted and of which his team at the NCAA in conjunction with concerned agencies are being given drastic attention to closing them in record time.
